Add logging for ACTION_SWITCH_DISPLAY_FOLD

Currently we track fold latency using our custom atom, which doesn't trigger AOT trace upload and doesn't create pitot metric.
ACTION_SWITCH_DISPLAY_FOLD CUJ covers folding latency.
