Move DisplayPowerRequest logic into PowerGroup. 

Move access to DisplayPowerRequest into PowerGroup.
Move updatePowerRequestFromBatterySaverPolicy() into PowerGroup.
Move getDesiredScreenPolicyLocked() into PowerGroup.
Rename WakeLock#getDisplayGroupId() to getPowerGroupId().
Rename updateDisplayPowerStateLocked() to updatePowerGroupsLocked().
Rename needDisplaySuspendBlockerLocked() to needSuspendBlockerLocked().
