SystemUI: Reset PUK StateMachine after PUK is unlocked 

The PUK state is DONE in StateMachine after PUK is unlocked.
If two sim cards are both locked by PUK, the PUK state should
be ENTER_PUK after SIM1 PUK is unlocked.
