[AnimatedAction] Add the icon to the Animated Reply button in SystemUI 

and fixed the icon size for animated action.

Note
- Use material color onSurface for the animated reply button icon.
- Manually verified the button UI with icon.
- In the followup cl, add screenshot test for the Animated Reply with icon.
