Ensure client side starting window get removed when remove all windows 

Notify client to remove starting window while remove all windows of
an activity.

Flag: EXEMPT Bugfix
Bug: 352854846
Test: launch and crash app repeatly, verify no VRI of splash screen
leaked in client side.
