[flexiglass] Simplifies SceneContainerFlag 

Now that there's only one remaining flag (scene_container), we can
greatly simplify SceneContainerFlag.

Bug: 283121968
Test: Turned the flag on and off; made sure that when System UI restarts, it runs with Flexil on or off, respectively
