Allow /metadata/libprocessgroup/memcg_v2_max_activation_depth 

Zygote uses libprocessgroup to create cgroups and activate controllers.
To support an experiment in 25Q2 Betas, libprocessgroup users need read
access to files under /metadata/libprocessgroup/ which are held open to
reduce open() syscalls for every cgroup operation.

This will be reverted after the memcg v2 experiment is complete, and
before the final 25Q2 TOT snap.

Test: Boot shiba, login with corp credentials, receive server flags, and
      observe no error:
      JNI FatalError called: (zygote) Not allowlisted (3): /metadata/libprocessgroup/memcg_v2_max_activation_depth'
