[AWARE] Add ranging API to discovery configuration

Add mechanism to enable ranging as a condition for discovery:
- Publisher: enable ranging
- Subscriber: specify min and/or max range (which implicitly
  enables ranging)

Add range (distance) information to the discovery message.
