Finalize virtual_power_group_sleep_no_doze flag.

Remove the `virtual_power_group_sleep_no_doze` flag and make the behavior it guarded permanent. Non-default power groups will now always skip the doze state and go directly to sleep when `dozePowerGroupLocked` is called.
