Use drawn state to present sync state of wallpaper

Otherwise wallpaper window always reports sync finished directly
because it keeps SYNC_STATE_READY as not support blast sync.

Test: Disable animation and switch between portrait home and
      landscape app quickly. Wallpaper should not flash a black frame.
