Minimum viable TimeZoneDetectorService 

This is a do-nothing TimeZoneDetectorService that can be
populated in following commits. A temporary method has been
added so the service has one method.

Unit tests can be run with:

atest FrameworksServicesTests:TimeZoneDetectorServiceTest

Test: build / boot
