SystemUI: Make clock & battery clickable again^2

* Since qpr2, the QS has changed again:
  * The clock is now large when expanded fully
  * Battery icon is in a separate row when fully expanded
  * Battery icon is hidden when partially expanded and privacy
    chip is visible, therefore we don't need to set it to non-clickable
    anymore
* Works in collapsed, partially expanded and expanded states
