Add SIGNAL_REBOOT_READINESS permission 

Adds a new permission (privileged or signature) which will
allow the holder to register callbacks with the
RebootReadinessManager. Also grants this permission to the
shell for testing purposes.

Test: atest CtsRebootReadinessTestCases
