Disable global lint checks that have never run 

These checks have not yet run in CI, because the prebuilt
AndroidGlobalLintChecker has not been updated.

To facilitate building AndroidGlobalLintChecker from source (not doing
so has lead to this situation), disable the new checks.

They will be re-enabled one by one once the checks have been moved to a
different repo that can be built from source.
