Add f/b/...coretests/android/service/TEST_MAPPING

Adds TEST_MAPPING file to android/service coretests directory, so that
these tests will be run as part of the FrameworksCoreTests postsubmit
module. Previously these tests weren't being run.

These will be added to presubmit in a follow-up in a few weeks.

Also fixes a previously failing test to make sure they're passing;
the exception type was changed slightly.
