Remove WORKING_SET elevation for SCHEDULE_EXACT_ALARM

Apps targeting SDK 33 or higher will not get elevated to working_set or
better standby bucket if they hold the SCHEDULE_EXACT_ALARM permission.

Test: Manual. By using shell commands `am compat enable` and
`am get-standby-bucket` and `am set-standby-bucket` on apps with the
permission.
