CSD: Set the default csd property to false 

The current logic is disabling the safe volume implementation whenever
the sound dose is enabled. This can be problematic since devices that
support offloading and do not have the HAL sound dose implementation
will not be able to certify with any safe hearing standards.
Vendors can overlay the config_safe_sound_dosage_enabled flag when they
support sound dose.
