Fix conflicting JavaDoc of TYPE_TEXT_FLAG_NO_SUGGESTIONS

TYPE_TEXT_FLAG_NO_SUGGESTIONS is just a hint and does not mean
IME should never show a UI to display suggestions.

This CL makes that point clear in JavaDoc.
