[Spa] Refactor LazyCategory

- Move to its own file
- Pass the bottomPadding into LazyColumn, so fix edge to edge
- Fix the group title logic
- Use better api params
- Change to staticCompositionLocalOf for LocalIsInCategory, which has
  better performance for not changed value.
