Add a flag to unify camera compat policies.

This feature will deprecate Camera Compat force-rotate treatment, as it is applicable only in fullscreen on devices with portrait natural orientation. "Simulate requested orientation" camera compat treatment is applicable to all windowing modes.

This feature will also use simulate requested orientation in split-screen, as we do not have another option for this windowing mode.
