[pm] use bitset to store boolean data in ps

Use a bitset integer instead of multiple booleans to save memory.

Also removes PackageStateImpl which is no longer used after
ag/17160541 as we now directly use the snapshot of PackageSetting
instead of making a copy of it using PackageStateImpl.
