[Ambient Input] Always dispatch input for wear during ambient mode. 

This allows synthesized swipe gestures like DPAD_UP/DPAD_DOWN being
dispatched to apps during ambient mode.

Bug: 270228430
Test: swipe during ambient mode will trigger actions in sysui.
