Create SmsManager APIs to assemble trusted SMS OTP UIDs

UIDs noted by these methods should be allowed to read SMS messages that
contain OTPs, and receive the broadcast of such messages. This also adds
the ability to pass a list of app IDs when sending a broadcast.
