Add JIT system properties 

Added the following runtime options.
"dalvik.vm.usejit" -> "-Xusejit:"
"dalvik.vm.jitcodecachesize" -> "-Xjitcodecachesize:"
"dalvik.vm.jitthreshold" -> "-Xjitthreshold:"
