idmap2: remove the 'scan' command

The 'scan' command has been replaced by 'create-multiple'. Remove the
unused code.

Also remove unused functions and #includes from FileUtils, and the
obsolete JNI plumbing.

Test: atest idmap2_tests OverlayDeviceTests OverlayHostTests
