Deprecate min/max size in PipResizeGestureHandler

Previously, we have min/max size spec in PipResizeGestureHandler, which
are separated from the source of truth (PipBoundsState).

Refactor and cleanup PipResizeGestureHandler to use PipBoundsState
instead.
