[DO NOT MERGE] Add Storage OWNERS

Add OWNERS to android11-tests-dev based on master.

This is needed to backport the CTS owners change that references this
file (https://android-review.googlesource.com/c/platform/cts/+/1963146).

The file already exists in android12-tests-dev and higher.
