Use LOW_LATENCY scan mode for CDM 

One of the companints from partners was that CDM uses LOW_POWER scan mode,
with no way to change that.

Given that CDM only triggers while in foreground, and automatically stops after 20s,
it would be more appropriate for us to scan in LOW_LATENCY mode.
