Implement LayoutTestController.overridePreference('WebKitUsesPageCachePreferenceKey') 

This is required for tests that test PageCache behaviour, eg
- fast/dom/DeviceMotion/no-page-cache.html
- fast/dom/DeviceOrientation/no-page-cache.html
- fast/dom/Geolocation/no-page-cache.html
