Update test mappings file to remove SettingsPanelTest 

Since the settings panel were marked as deprecated and SettingsPanelTest
was excluded when running CtsProviderTestCases, this test case should be
removed from cts.

Fix: 359699004
Test: atest CtsProviderTestCases
Flag: EXEMPT clean up settings panel
