1. Make media projection stop-dialogs non-remote controllable

2. This change does not impact accessibility tools like TalkBack. Users can continue interacting with stop dialog as before.
3. The one-time stop dialog displayed at call end will now also prevent dismissal when tapping outside the dialog.
