Track HDMI CEC Network

- Track HDMI CEC network state in HdmiCecNetwork
- Remove duplication in CEC local devices
- Reroute all relevant calls to HdmiCecNetwork

This results in:
- HdmiCecNetwork is source of truth for all device information of the
network
- Playback device has basic knowledge of other devices in the network
- dumpsys hdmi_control shows available device information
