Demote flaky flicker tests 

Speed up presubmit and limit presubmit failures

Test: atest FlickerTests WMShellFlickerTests -- --module-arg FlickerTests:include-annotation:android.platform.test.annotations.Presubmit --module-arg FlickerTests:exclude-annotation:android.platform.test.annotations.Postsubmit --module-arg FlickerTests:exclude-annotation:androidx.test.filters.FlakyTest
