Add support for occluded<-> primary bouncer transitions for bouncer blur effects 

Bug: 370555003
Flag: com.android.systemui.bouncer_ui_revamp
Test: unit tests
Test: verified manually, launch camera over lockscreen, tap UI that will require authentication, bouncer should open up and the app below should be blurred.
