Move Accessibility SysUI TEST_MAPPING to presubmit.

After a recent revert these tests are back to healthy and non-flaky: https://screenshot.googleplex.com/6gko87jj2iTW5yW

Running them in presubmit for our changes, and "frequent-postsubmit" for others' changes, will allow us to find and revert regressions faster in the future.

Linter requires us to use `presubmit-large` because other TEST_MAPPING
files already specify `presubmit-large` for other SysUI tests.
