Make drag shadow grapheme cluster aware. 

[start, min(end, DRAG_SHADOW_MAX_TEXT_LENGTH)) was used to make drag
shadow. It ignores grapheme cluster, so unexpected shadow was created for
characters that contain multiple code units.
