Temporarily disable PerfettoListener

In some cases PerfettoListener erroneously starts multiple
concurrent tracing sessions on device, which may cause the
flicker tests to fail. Disabling PerfettoListener (i.e. perfetto
tracing of flicker tests) till the issue (b/288396763) is fixed.

Test: atest FlickerTestsIme && atest WMShellFlickerTestsPip \
    && check test artifacts don't contain perfetto traces
