Add dependency SettingsLibDeviceStateRotationLock to WM

Intention is to be able to reuse DeviceStateAutoRotateSettingManager across WM to set and get DEVICE_STATE_ROTATION_LOCK.
As WM does not allow Kotlin dependency we will need to convert all classes in this module to java.
Follow-up CL: Fast fail if config corrupted, throw instead of catching in case of unexpected state.
