Deflake NotificationTemplateViewWrapperTest

Instead of implicitly relying on emptying loopers, we explicitly wait
for condition that the test wants to assert (with proper timeout
handling).

Also TestableLooper thread is used for UiOffloadThread.

Test: 100 iterations passing with Cuttlefish
