Use WEARABLE_SENSING CDM device profile in WearableSensingSecureChannel

This increases the acceptable patch level difference between the
remote and local devices to 2 years.

Also added init code in WearableSensingManagerPerUserService onError code path to fix a small bug.

Test: Locally overrode the local patch date in the AVF verifier and
verified that it accepts up to 2 years of patch level difference.
