QS: Add TD-SCDMA support to the LTE toggle tile

Recognize TD-SDCDMA LTE modes as valid LTE to light up the tile.

While I'm at it, remove the network checks from the actual toggle
action, since TelephonyManager now ignores the boolean argument
and always toggles, making the checks pointless.
