Handle scenarios where bouncer shows up before shade is fully expanded.

StatusBarState is still KEYGUARD because shade has not expanded fully yet and bouncer shows up before that.

Test: verified manually
 1. Disable notifications on lockscreen
 2. Lock device
 3. Pull down notification shade while on lockscreen
 4. Alt bouncer might pop up
 5. tap to go to primary bouncer.
 6. shade is blurred behind bouncer.
