[Handoff][1/N] Add FLAG_TASK_CONTINUITY 

Add a new `DataSyncTypes` flag - `FLAG_TASK_CONTINUITY` - for marking associations as capable of Handoff and other task continuity sync features

Flag: android.companion.enable_task_continuity
