Move Weather and AQI complications to vendor/unbundled_google.

For two reasons:
  - WW logging for these need to use code currently in
    vendor/unbundled_google. See ag/19104588.
  - There is no expected 3p usage of these. So vendor/unbundled_google
    is a natural location for these.
