Stop reading/writing parcel data after an exception is thrown

Fixes issue where multiple managed exceptions could be thrown when
reading / writing parcels in LongArrayMultiStateCounter and
LongMultiStateCounter. Prevents further reading/writing to a Parcel
if there was an error.
