StatusBar: Show DDS switch on quick setting panel 

Per carrier required, there should be a shortcut on quick
setting panel to switch dds.

Switch data sub when clicking the shortcut no matter mobile
data is on or off. Enable or disable mobile data when long
clicking the shortcut.
