Fix issue #3291173: Problem report for NewsRoom - RSS News Reader

The framework had started using the LayoutInflator's factory
for itself, which breaks apps that want to use it.  Add a hack for
the framework to insert its own private factory.

Also fix a deadlock in the system process.
