Handle onModeRejected display event in DisplayModeDirector

Define a new ModeChangeObserver class to listen to the
onModeRejected() display event from SF.
Define ForbiddenModesVote to filter out the rejected mode
from the modelist and set the new DesiredModeSpecs and retry the
modeset in the scheduled next traversal.
