Revert "Merge "Disable PacProxyService on devices that doesn't support WebView/JavaScript."

This reverts commit 3ecfa3e416d5a5af43801f6f8ac45ceed83622c9.

Reason for revert: Mainline prebuilt needed for this change didn't make it to main yet so it causes an NPE that prevents booting, so reverting this temporarily until the prebuilt is checked in.
