Update KeyguardUpdateMonitor for secure lock device

Skips reporting biometric authentication when secure lock device is
enabled. Reporting device unlock is delegated to SecureLockDeviceService
in order to: 1) wait for two-factor authentication to be complete 2)
prevent keyguard from dismissing before passive authentication is
confirmed when necessary 3) wait for the secure lock device UI to finish
displaying the authentication success animation
